Oregon Connection Offline

Due to intermittent port issues on the controller that handles the OCG2 Oregon traffic a mutual
decision
was made to disconnect the CARLA <--> OCG2 connection until the controller can be upgraded.
There are several steps involved in this process so a timeframe for completion has not yet been
determined.
It will be down for the foreseeable future.
