Network noise identified & fix implemented

The CARLA network is in a diagnostic mode while we try and narrow down where some noise is coming from. Most systems will announce their system number over the link at the end of every key-up on the main repeater. This is a temporary troubleshooting mode which we hope to be able to turn off soon.
Update 2012-09-07: At this time we believe that the noise issue has been identified and a temporary fix applied. Therefore we have cleared the diag mode from the system, which means that the system number announcements will no longer be heard. The cooperation of all users of the system during this time has been appreciated.
