Shasta Ring back on-line, CARLA 6/36 as well

Power has been restored to CARLA 13's site and therefore the Shasta Ring is back on line with the rest of the network.
CARLA 6 & 36 are also back on line. Batteries have been charged enough from solar and/or wind generation to come back up to working voltage.
