CARLA 7 upgrade work

CARLA 7 was visited today and some improvements were implemented.
A new link was installed utilizing an Allstar connection back to the Mt. Vaca Hub. This will be
the new default link which should offer much cleaner communications to/from the rest of the
network. The original RF link will remain in place and be used as back-up if the Allstar link
were
to fail.
The repeater controller had some firmware and other upgrades implemented as well as some remote
DC
voltage sensing capabilities installed.
