A bad link radio at the Carla 4 site which talks to Carla 29 has been replaced.
Systems 29, 30, and 31 are back on the Carla network. Los Angeles is back on the network!

We seem to have a break in the link path somewhere between CARLA 4 & 29.
We're unable to ping systems south of Carla 4. Crews are trying to isolate the problem.
